MINUTE APPROVAL APRIL 10, 2018 REGULAR TOWN BOARD MEETING: Councilman Clark motioned to accept the minutes of the April 10, 2018 Regular Town Board meeting. Councilman Muffoletto seconded the motion. 4 ayes, 0 nays. MOTION CARRIED.
SUPERVISOR’S APRIL 2018 FINANCIAL REPORT: Councilman Clark moved and was seconded by Councilman Muffoletto to accept the Supervisor’s April 2018 Financial Report as presented. 4 ayes, 0 nays. MOTION CARRIED.
BUDGET MODIFICATIONS: No Budget mods to approve.
TOWN CLERK/TAX COLLECTOR’S APRIL 2018 FINANCIAL REPORT: Councilman Clark motioned to accept the Town Clerk’s April 2018 Regular Financial Report, seconded by Councilman Muffoletto. 4 ayes, 0 nays. MOTION CARRIED.
COURT CLERK’S MARCH 2018 FINANCIAL REPORTS FOR JUSTICE GIER’S AND KACZMAREK’S REGULAR AND BAIL ACCOUNTS: Supervisor DeCarlo motioned to approve both accounts for Justices Gier and Kaczmarek, bail and regular financial reports for March, and was seconded by Councilwoman Marien. 4 ayes, 0 nays. MOTION CARRIED.
CODE ENFORCEMENT OFFICER’S APRIL 2018 REPORT: CEO Gary Brecker presented his April 2018 Report. CEO Brecker to provide the Town Board with a report on the existing Special Use Permits, and to ensure holders of Councilman Clark motioned to approve the report as read, seconded by Councilwoman Marien. 4 ayes, 0 nays. MOTION CARRIED.
DOG CONTROL OFFICER’S APRIL 2018 REPORT: The April 2018 Dog Report was presented by DCO Barb Daniel. Seven dogs were in the kennel for April. Supervisor DeCarlo motioned to approve the report as read, seconded by Councilwoman Marien. 4 ayes, 0 nays. MOTION CARRIED.
POLICE REPORT APRIL 2018: The April 2018 Police Report was presented by Police Chief Donald Hepkins. He mentioned that the “Click It Or Ticket” campaign runs from May 21st through June 3rd. Councilman Clark motioned to approve the report as read, seconded by Councilman Muffoletto. 4 ayes, 0 nays. MOTION CARRIED.
HIGHWAY SUPERINTENDENT’S APRIL REPORT: The Highway Report for April 2018 was presented by Councilman Clark. Supervisor DeCarlo motioned to approve the report as read, seconded by Councilman Clark. 4 ayes, 0 nays. MOTION CARRIED.
TOWN CLERK’S REPORT TO THE BOARD: Town Clerk Barbara Daniel presented her activity report for April 2018. Supervisor DeCarlo motioned to approve the report as read, seconded by Councilman Muffoletto. 4 ayes, 0 nays. MOTION CARRIED.
New eWaste fees will be discussed under old business at the June meeting.
PLANNING BOARD REPORT: The Planning Board Report of April 2018 meeting was presented by Planning Board Secretary, Lynda Ostrowski. Nine members attended the April meeting. Councilman Clark motioned to accept the report as read, seconded by Councilwoman Marien. 4 ayes, 0 nays. MOTION CARRIED.
ZONING BOARD OF APPEALS REPORT: No Zoning Board report was presented for April. No meeting was held.
RECREATION DIRECTOR’S REPORT: Councilman Muffoletto reported that a number of applications have been received and they will be holding a meeting. Registration begins on June 1st. Recreation appointments will be discussed under New Business at the June meeting. No vote was taken.TOWN HISTORIAN’S REPORT: The Town Historian’s April Report was presented by Patricia Friend. A prize of $100.00 was presented to Corbin Gonzalez for winning “The Oldest Tree in Brant” Competition. They figured the tree to be 252 years old which means it has been around since 1766. The next Historical meeting will be held on May 16.
FIRE COMPANY REPORTS: Councilman Clark read the Fire Companies May 2018 reports. Supervisor DeCarlo motioned to accept the report as read, seconded by Councilman Muffoletto. 4 ayes, 0 nays. MOTION CARRIED.
SENIOR’S REPORT: The Seniors Report from the May 2, 2018 meeting was presented by Secretary Lynda Ostrowski. Supervisor DeCarlo motioned to accept the report as read, seconded by Councilwoman Marien. 4 ayes, 0 nays. MOTION CARRIED.
OLD BUSINESS
CABINET REPLACEMENT FOR SENIOR COMMUNITY BLDG: Tabled for now so Erie County can be contacted to see about a grant.

NEW BUSINESS
PUBLIC HEARING NOTICE (RENEWAL OF SPECIAL USE PERMITS): Supervisor DeCarlo motioned to hold a Public Hearing to approve the renewal of existing Special Use Permits on the June 12, 2018 at 7:30 PM. The motion was seconded by Councilman Muffoletto. 4 ayes, 0 nays. Carried.
BRANT RECREATION APPOINTMENTS: Tabled until the June Meeting to allow for interviews and background checks.

Councilman Clark:
Councilman Muffoletto: He mentioned that he has the Park’s Commissioner’s report for anyone wishing to review it.
Councilwoman Marien: Nothing to report
Supervisor DeCarlo:
· Met with Ron Miller of Evans Agency to discuss ways to mitigate risk in an effort to lower rates.
· Reminded everyone about the Memorial Day Service on Monday, May 28, 2018 at 9:00 AM.
· He attended a meeting at the North Collins library regarding the possible consolidation of schools
· Reminded those present of the May 28 Memorial Day ceremony at the Memorial Park at 9 am
RECOGNIZED PRIVILEGE OF THE FLOOR:
Mr. Donald Dombrowski asked about a moratorium for rentals. Supervisor DeCarlo said they are still discussing the situation.
John Silner of Wide Beach Oval stated that he rents out his home and never heard anything about an issue with rentals. He asked to speak with the Supervisor after the meeting. Supervisor DeCarlo agreed to speak with him.
Patricia Brady stated she would also like to be in that meeting. She has been renting her home for the past 40 years.
MEETINGS AND CORRESPONDENCE:
· Supervisor DeCarlo mentioned that subsidized Rain Barrels are available from the Storm Water Coalition.
· Letters regarding Short term rental were received and are available for anyone wishing to read them.
· Sales tax for the May 4th remittance is up 9.18% compared to the corresponding 2017 payment. The year to date is up 6.7%.

Supervisor DeCarlo motioned to approve Abstract 5 of 2018, seconded b Councilman Muffoletto. A roll call vote was taken: Supervisor DeCarlo-aye, Councilman Muffoletto-aye, Councilman Clark-aye, Councilwoman Marien-aye. 4 ayes, 0 nays. MOTION CARRIED.
The next Town Board meeting will be Tuesday, June 12th at 7:00 pm.
Supervisor DeCarlo mentioned that the Board will go into executive session for personnel reasons, and no action will be taken following the session.
At 7:40, a moment of silence was held for Joseph “Joe” Tripi Jr., Laura Kijek and Ernest Niedemeier who was the Town Supervisor in 1995. Historian Patty Friend spoke of a memory she had about Ernest Niedemeier. She stated he was the Grand Marshal for a huge parade held in the Town of Brant in 1989, and was amazed at his ability to coordinate such a big event. Debra Ritz reminded that he was also a Town Councilman. Councilman Don Clark added that Ernie was very devoted to his church and the Town.At 7:45 a motion was made by Supervisor DeCarlo and seconded by Councilman Clark to go into Executive Session for personnel reason. It was noted that no action will be taken after the session.
At 8:15 pm, a motion was made by Supervisor DeCarlo, seconded by Councilman Clark to close the executive session. 4 ayes, 0 nays. MOTION CARRIED.
At 8:16 pm, Supervisor DeCarlo motioned to adjourn the meeting, seconded by Councilman Clark. 4 ayes, 0 nays. MOTION CARRIED.
