MINUTES OF THE APRIL 10, 2018 TOWN BOARD MTG


This Regular Meeting of the Brant Town Board was held on Tuesday, April 10, 2018 at the Brant Town Hall, located at 1272 Brant North Collins Rd, Brant, New York at 7:00 PM.

The meeting opened at 7:00 PM with the Pledge of Allegiance.

 

MINUTE APPROVAL MARCH 13, 2018 REGULAR TOWN BOARD MEETING: Councilman Clark motioned to accept the minutes of the March 13, 2018 Regular Town Board meeting. Councilwoman Marien seconded the motion. 3 ayes, 0 nays. MOTION CARRIED.
 

Supervisor’s February 2018 FINANCIAL REPORT: Councilman Clark moved and was seconded by Councilwoman Marien to accept the Supervisor’s February 2018 Financial Report as presented. 3 ayes, 0 nays. MOTION CARRIED.

BUDGET MODIFICATIONS: No Budget mods to approve.

TOWN CLERK/TAX COLLECTOR’S February 2018 FINANCIAL REPORT: Councilman Clark motioned to accept the Town Clerk’s February 2018 Regular Financial Report, seconded by Councilwoman Marien. 3 ayes, 0 nays. MOTION CARRIED.

COURT CLERK’S February 2018 FINANCIAL REPORTS FOR JUSTICE Gier’s and Kaczmarek’s REGULAR AND BAIL ACCOUNTS: Councilman Clark motioned to approve both accounts for Justices Gier and Kaczmarek, bail and regular financial reports for February, and was seconded by Supervisor DeCarlo. 3 ayes, 0 nays. MOTION CARRIED.

CODE ENFORCEMENT OFFICER’S FEBRUARY AND MARCH 2018 REPORT: CEO Gary Brecker presented his February and March Reports. Supervisor DeCarlo motioned to approve the reports as read, seconded by Councilman Clark. 3 ayes, 0 nays. MOTION CARRIED.

DOG CONTROL OFFICER’S MARCH 2018 REPORT: The March 2018 Dog Report was presented by DCO Barb Daniel. Supervisor DeCarlo motioned to approve the report as read, seconded by Councilman Clark. 3 ayes, 0 nays. MOTION CARRIED.

POLICE REPORT MARCH 2018: The March 2018 Police Report was presented by Police Chief Donald Hepkins. He mentioned an antique revolver previously owned by a Calvary officer that was transferred to the Town’s Historical department. He then advised the Board that the Sheriff’s have gone to a digital system. At that time, the Town was taken out of their system which is an officer safety issue. The Chief researched digital radios and found three Motorola’s available at the price of $641.00 each complete, minus face plates. He noted the Town needs five to be able to equip the Town Police Cars. He suggested the Town Board to purchase three of them because he has possibly found a source of two more at significantly reduced cost, if not free. Councilman Clark motioned to approve the purchase of three Motorola digital radios at a total cost of $2,000.00. Supervisor DeCarlo seconded the motion. A roll call vote was taken: Councilman Clark-aye, Supervisor DeCarlo-aye, Councilwoman Marien-aye. 3 ayes, 0 nays. MOTION CARRIED.

Councilman Clark then motioned to accept the March Police report as presented by Chief Hepkins, seconded by Supervisor DeCarlo. 3 ayes, 0 nays. MOTION CARRIED.

HIGHWAY SUPERINTENDENT’S MARCH REPORT: The Highway Report for March was presented by Councilman Clark. Supervisor DeCarlo motioned to approve the report as read, seconded by Councilwoman Marien. 3 ayes, 0 nays. MOTION CARRIED.

TOWN CLERK’S REPORT TO THE BOARD: Town Clerk Barbara Daniel presented her activity report for March 2018. Supervisor DeCarlo motioned to approve the report as read, seconded by Councilwoman Marien. 3 ayes, 0 nays. MOTION CARRIED.

VERIZON CELL PHONE PLAN CHANGE: The Town Board reviewed the proposed Verizon Cell phone plan dated April 5th. It was decided that the plan shall change from the current estimated cost of $360 to $424 monthly, to $289.00 monthly. It will include 5 basic phones at $29.99 ea, 1 smart phone at $49.99 (+$10 for unlimited texts), 2 MiFi devices at $39.99 each, for a total billing of $289.00. The new plan would allow 3,000 minutes to be shared amongst all phones, 5 GB data for the Smartphone and unlimited data to each MiFi device. The prices are per the current NYS OGS contract. The Board instructed the Town Clerk to make the change, and no vote was taken.

PLANNING BOARD REPORT: No Planning Board report was presented for March.

ZONING BOARD OF APPEALS REPORT: No Zoning Board report was presented for March. No meeting was held.

RECREATION DIRECTOR’S REPORT: No Recreation Director’s report was presented for March.

PARK’S COMMISSIONER’S REPORT: No Parks commissioner’s report was presented for March.

TOWN HISTORIAN’S REPORT: No meeting was held in March. The next meeting is scheduled for April 18, 2018. The Town Historian announced the Historical Society is seeking the oldest tree in Brant. Supervisor DeCarlo motioned to accept the report, seconded by Councilman Clark. 3 ayes, 0 nays. MOTION CARRIED.

FIRE COMPANY REPORTS: Nothing to report.

SENIORS REPORT: The Seniors meeting for the April 4th Senior meeting was presented by Secretary Lynda Ostrowski. Councilman Clark motioned to accept the report as read, and was seconded by Councilwoman Marien. 3 ayes, 0 nays. MOTION CARRIED.

OLD BUSINESS

 

SWIPE CARD PROPOSAL: Waiting on quotes.

 

CABINET REPLACEMENT FOR SENIOR COMMUNITY BLDG: This item is tabled until May to allow Allen Nolan time to get a quote.

Subject: Short Term Transient Rental Moratorium

The OBLIGATION of the Town Board is to act on behalf of all the citizens of the Town to promote the health, safety and general welfare of all its citizens. In the past year there has been an ever increasing number of Short Term Transient Rentals in residential districts. The continuation of these Short Term Transient Rental commercial or business activities in the Town’s residential districts has negatively impacted the health, safety and general welfare of the citizens in the impacted residential district.

To provide adequate opportunity for all the citizens of the Town of Brant to present their concerns, as associated with the ongoing Short Term Transient Rental issue, it is proposed that the Town of Brant put in place a moratorium on any current and future Short Term Transient Rentals. The majority of the owners of the impacted residential properties will be returning to their homes by early June 2018, at which point their concerns can be fully vetted.

Supervisor DeCarlo noted that he will be meeting with Gary Brecker, and requested another Board member to join the meeting. Councilman Clark will attend the meeting to discuss the above correspondence.

At 7:36 PM, a moment of silence was held for Samuel Pinto who recently passed away. Following the moment of silence, Supervisor DeCarlo motioned to adjourn in his memory, seconded by the balance of the board. 3 ayes, 0 nays. MEETING ADJOURNED.
