TOWN BOARD WORKSHOP MINUTES 10/5/06
Record of the Work Shop Meeting held on Thursday October 5, 2006 @ 7:00 PM with Presentation of Tentative Budget at the Brant Town Hall.

Thea A. Ells verifies that this meeting is on the annual list of meetings which was posted at the Town Hall, Brant Web site, Brant Post Office, and Farnham Post Office, Town Crier. There was a special notice in the Crier and posted which informed the public of the Presentation of the 2007 Tentative Budget and of the intent of the board to do business at this workshop.
The meeting was called to order by Councilman John Arrigo.
Pledge to the Flag
1.) Present Tentative Budget
Deputy Supervisor Arrigo stated that the Tentative Budget is on file in the Town Clerk?s office and is not available for public viewing until after adjustments are made and it becomes the Preliminary Budget.
Deputy Supervisor Arrigo entertained the following motion; which was moved by Councilman Gier and seconded by Councilman Chiavetta: 3 Ayes 0 Nays
ADOPTED: BRANT TOWN BOARD WILL HOLD A WORKSHOP ON THURSDAY OCTOBER 9, 2006 FOR THE PURPOSE OF WORK ON THE 2007 BUDGET, AND TO TENTATIVELY TAKE ACTION ON THE MEMORIAL PARK PROJECT BIDS, TOWN CLERK WILL POST NOTICE.
Deputy Supervisor Arrigo entertained the following motion; which was moved by Councilman Chiavetta and seconded by Councilman Gier: 3 Ayes 0 Nays
ADOPTED: THE PUBLIC HEARING FOR THE 2007 PRELIMINARY BUDGET IS SET FOR THURSDAY NOVEMBER 9TH AT 7:00 PM AND WILL BE ADVERTISED AFTER A PRELIMINARY BUDGET HAS BEEN PRESENTED TO THE TOWN CLERK.
2.)Surfside Water Extension
The Board had discussion on setting the Public Hearing at the regular meeting but review of the water regulations is needed and the full projected amount of the project needs to be forwarded to the bank for the bond anticipation note interest figures and then they will set the public hearing.
3 & 4) Memorial Park Project ? Gazebo
There is a gazebo slated for the project but the size was not finalized ? Arrigo will get cost amounts for different sizes for the board.
5.) Refuse
Arrigo reported that the board needs to request bids for the contact as it is up at the end of the year and by preliminary discussion with the current provider there may be a considerable increase.
Councilman Arrigo opened the sealed bids numbering two.
6.) Light @ Senior Citizens? Parking Lot
Board discussed removing the street light near the driveway of the Park entrance and placing a light in the parking lot as night parking is very dark.
7.) LSYF
Muffoletto and Kaczmarek spoke to the board concerning the placement of lights on the playing field at the Town Park for night games. The board responded that LSYF would need to present a plan to the Board formally with spec?s for light placement and the Board will also need to look into liability issues.
8.) CDBG ? New
The board members discussed ideas presented for the CDBG placement request list, such as Route 5 Corridor, and the Village of Farnham Playground project.
9.) Halloween Hours
Arrigo asked the Town Clerk for the normal hours set and Thea confirmed that the hours are normally from 6:00 PM ? 8:00 PM on the 31st and that the Town and Village share an ad for advertisement.
10.) Halloween Party
Arrigo would like to have a Halloween Party at the Town Park on Saturday October 28th if there are no conflicts.
11.) Letter ? Reduce Speed
The Board received a letter of request from Trustee Schilling of the Village of Farnham requesting the Town lower the Town speed limit of 45 MPH to 30 MPH entering the Village on Railroad Avenue. Gier will contact the State and request a study and stay in contact with Trustee Schilling on this matter.
12.)Winter Recreation
Arrigo stated that he would like to have a program in November for 3 or 4 Saturday evenings. The board members present asked that he come up with some solid plans and present them.
13.)David Hock ? new officers request
The board reviewed the request and had some discussion concerning civil service.
The board members discussed the possibility of roofing the two small pavilions in the grove area and having gutters and concrete at the upper pavilion. Costs will be presented at the next meeting.
The board reviewed the proposed LL #5 which was presented at a public hearing last month and after discussion decided no changes are needed and they will vote on the law as it stands at the next meeting.
Chiavetta presented to the board available training through UB for government leaders. There was mention of looking into a Coalition of Health Care Providers with the Town Evans.
The workshop was adjourned at 8:30 PM on a motion from Councilman Gier and seconded by Councilman Chiavetta. 3 ayes 0 nays
