October 30, 2024-Budget Workshop


This Budget workshop of the Brant Town Board was held on Wednesday October 30, 2024, at the Brant Town Hall, located at 1272 Brant North Collins Rd, Brant, New York at 6:00 PM.

Supervisor DeCarlo motioned to open the workshop opened at 6:00 PM, seconded by Councilman Muffoletto.  4 ayes, 0 nays. MOTION CARRIED.

 

The Town Clerk read the legal notice. 

 

LEGAL NOTICE

TOWN OF BRANT

NOTICE OF 2ND BUDGET WORKSHOP FOR

FURTHER REVIEW OF THE TENTATIVE BUDGET

FOR THE YEAR 2025

 

This is to advise that the BRANT TOWN BOARD will hold a second workshop to further review the Tentative budget for 2025 on Wednesday October 30, 2024 at 6:00 PM at the Brant Town Hall in 1272 Brant North Collins Rd, Brant, New York 14027.   

 The posting of this notice and advising the legal newspaper, is intended to comply with the requirements of Article 7 of the Public Officers Law….relating to open meetings.

Supervisor DeCarlo noted that the current limit on budget increases is now 5.0478%.  With the increase in payroll and the previously discussed police cars and downpayment for a new plow truck, the budget will increase by 2.5%, well below the limit.  This increase also includes the $50,000 that was set aside to put a deposit on a new plow truck for the winter of 2025.

 

Supervisor DeCarlo advised the Board that since the Highway employees and assessor’s clerk received a raise recently, they did not receive the full 10% increase.  The Supervisor stated he deducted the recent raise from what the 10% would have been, so they received a total of 10% when you factor in the recent raise.  He also explained that these increases don’t set in stone the amount of their pay rate in January.

 

Councilwoman Marien wanted clarification that monies were allocated for additional officers in case the Town was to hire more.  Further discussion regarding the hiring of 2 Peace Officers through the Erie County Sheriffs. 

 

Councilwoman Giancarlo asked about money to be set aside for a digital sign for the park.  Discussion regarding the donor offers received and check to see if their offer is still good.

 

Councilwoman Giancarlo also requested the Board consider lettering for the Town Hall to help identify the building as a Town Hall.  She added that lighting is needed around the front and back of the Town Hall.  Discussion regarding the possibility of solar lights.  She then added the possibility of coating the blacktop behind the Town Hall.  Further discussion involved different options to improve the pavement behind the Town Hall. 

 

Councilwoman Giancarlo then noted that one more item is needed for the Town.  She asked if the Board could think about a building to house the Buildings and Grounds equipment.  Discussion ensued about location, size, etc.  No action was taken on any of the above-mentioned improvements.  The final size mentioned was 12 X 20.  Councilwoman Muffoletto will look into the purchase of a premade structure from the Amish.

 

Supervisor DeCarlo then motioned to approve the Preliminary Budget for 2025, and was seconded by Councilwoman Giancarlo.  A roll call vote was taken: Supervisor DeCarlo-aye, Councilwoman Giancarlo-aye, Councilman Muffoletto-aye, Councilwoman Marien-aye, Councilwoman Brady-aye.  5 ayes, 0 nays. MOTION CARRIED.

 

At 6:38 PM, Councilwoman Giancarlo motioned to close the workshop, seconded by Councilwoman Marien.  5 ayes, 0 nays. MOTION CARRIED.
