This Regular Meeting of the Brant Town Board was held on Tuesday, August 14, 2018 at the Brant Town Hall, located at 1272 Brant North Collins Rd, Brant, New York at 7:00 PM.

The meeting opened at 7:00 PM with the Pledge of Allegiance.

MINUTE APPROVAL JULY 10, 2018 REGULAR TOWN BOARD MEETING: Councilman Clark motioned to accept the minutes of the July 10, 2018 Regular Town Board meeting. Councilman Muffoletto seconded the motion.  4 ayes, 0 nays. MOTION CARRIED.

SUPERVISOR’S JUNE 2018 FINANCIAL REPORT: Councilman Muffoletto moved and was seconded by Councilwoman Marien to accept the Supervisor’s JUNE 2018 Financial Report as presented.  4 ayes, 0 nays.  MOTION CARRIED.

APPROVAL OF BUDGET MOD #2 OF 2018:  Councilman Muffoletto motioned to approve Budget modification #2 of 2018 as presented above, seconded by Councilwoman Marien. A roll call vote was taken: Councilman Muffoletto-aye, Councilwoman Marien-aye, Councilman Clark-aye, Supervisor DeCarlo-aye.  4 ayes, 0 nays.  MOTION CARRIED.

 

TOWN CLERK/TAX COLLECTOR’S JUNE 2018 FINANCIAL REPORT: Councilman Clark motioned to accept the Town Clerk’s June 2018 Regular Financial Report, seconded by Supervisor DeCarlo.  4 ayes, 0 nays.  MOTION CARRIED.

COURT CLERK’S JUNE 2018 FINANCIAL REPORTS FOR JUSTICES GIER AND KACZMAREK REGULAR AND BAIL ACCOUNTS: Councilman Muffoletto motioned to approve both Bail and Regular Financial accounts for Justice Gier and Justice Kaczmarek for June, and was seconded by Supervisor DeCarlo.  4 ayes, 0 nays.  MOTION CARRIED.

 

CODE ENFORCEMENT OFFICER’S JUNE & JULY 2018 REPORTS: Code Enforcement Officer Brecker read the June and July reports. Councilman Clark asked the CEO about the construction Milestrip tower. The CEO stated that 3 of the antennas are being removed and 3 are being added. He stated that he has asked for engineering plans. We received a $250 fee. He told the Board that he will be out of commission for a short period due to surgery but will still be taking phone calls etc.  Supervisor DeCarlo motioned to approve both reports as read, seconded by Councilman Muffoletto. 4 ayes, 0 nays. MOTION CARRIED.

 

DOG CONTROL OFFICER’S JUNE AND JULY 2018 REPORTS: The Dog Control Officer read the June and July reports. Supervisor DeCarlo motioned to approve the June and July reports, seconded by Councilman Clark. 4 ayes, 0 nays. MOTIONED CARRIED.

POLICE REPORT JULY 2018: The July 2018 Police Report was presented by Police Chief Donald Hepkins. Councilman Muffoletto motioned to approve the report as read, seconded by Councilman Clark.  4 ayes, 0 nays. MOTION CARRIED.

HIGHWAY SUPERINTENDENT’S JULY REPORT: The Highway Report for July 2018 was presented by Councilman Clark. It was mentioned that a letter was received from Linda King of Erie County about Salt Bid Pricing. The letter advises the town to fill up their salt bin under the old price before the new price sets in. Supervisor DeCarlo motioned to approve the report as read, seconded by Councilman Muffoletto.  4 ayes, 0 nays. MOTION CARRIED.

TOWN CLERK’S REPORT TO THE BOARD: Town Clerk Barbara Daniel presented her activity report for July 2018. She advised the Board that damage was done to a counter at the Senior Building by a renter.  The Town Clerk asked if the renters Security Deposit should be refunded.  It was noted that Building Superintendant Allen feels that since the counter is being replaced, a refund should be issued. After Board discussion it was recommended to hold the refund until we know if and when the counter will be replaced. There was also a request for a deposit refund for a rental that had been cancelled. Supervisor DeCarlo motioned to refund the deposit to the McSkimmings, seconded by Councilwoman Marien. 4 ayes, 0 nays. MOTION CARRIED.

 

Records Management Grant: The Town Clerk mentioned that she will need 2 clerks to work on scanning the court records. The pay rate is $15.00 per hour. She is receiving resumes and asked the Supervisor to sit in on the interviews. Judge Kaczmarek also asked to sit in on the interviews.

 

Deputy Rate of Pay: The Town Clerk asked that both her deputies be at the same pay rate of $13.00 per hour. Supervisor DeCarlo motioned to bring Deputy Ostrowski’s pay up to $13.00 per hour, seconded by Councilman Muffoletto. Roll-call vote was taken: Supervisor DeCarlo-aye, Councilman Muffoletto-aye, Councilman Clark-aye, Councilwoman Marien-aye. 4 ayes, 0 nays. MOTION CARRIED.

Supervisor DeCarlo motioned to approve the Town Clerk’s Activity report for July as read, seconded by Councilman Clark.  4 ayes, 0 nays. MOTION CARRIED.

 

PLANNING BOARD REPORT: Planning Board Secretary, Lynda Ostrowski read the July Minutes. It was stated that the Planning Board agreed to add a Signature Line on the Affidavit of Service. Supervisor DeCarlo motioned to approve the minutes as read, seconded by Councilwoman Marien. 4 ayes, 0 nays. MOTION CARRIED.

ZONING BOARD OF APPEALS REPORT:  No meeting held.

 

RECREATION DIRECTOR’S REPORT: Councilman Muffoletto read the report from the Recreation Director. There was an average of 100 kids per day. Councilman Clark motioned to approve the report as read, seconded by Councilwoman Marien. 4 ayes, 0 nays. MOTION CARRIED.

 

TOWN HISTORIAN’S REPORT: The Town Historian’s June and July Reports were read by Town Historian Patty Friend. The Evans and Brant Historical Societies had an entry in the Erie County Fair. They received a “Best in Show” Ribbon. Councilman Muffoletto motioned to accept the reports as read, seconded by Councilwoman Marien. 4 ayes, 0 nays. MOTIONED CARRIED.

 

FIRE COMPANY REPORTS: Councilman Clark read the fire reports from the Farnham Fire Company. No paper copy was available.  Supervisor DeCarlo motioned to accept the report as given, seconded by Councilman Muffoletto.  4 ayes, 0 nays.  MOTION CARRIED.

 

SENIOR’S REPORT: Seniors Secretary Lynda Ostrowski read the report from the July meeting. Supervisor DeCarlo motioned to accept the report as read, seconded by Councilman Clark. 4 ayes, 0 nays. MOTIONED CARRIED.

 

PARKS COMMISSIONERS’ REPORT: A report was submitted by the Building Superintendant. It will be in the Town Clerk’s Office if anyone would like to read it.

 

OLD BUSINESS

 

None

 

NEW BUSINESS

 

APPOINTMENT OF NEW PART TIME PATROLMAN:  Police Chief Hepkins requested the Town Board to approve the appointment of Christopher P. Cliemenhaga from Farnham, as a part-time patrolman with starting pay of $16.32 per hour with a 6 month probationary period. Following the successful completion of the probation, the hourly rate will be $16.82 per hour. Councilman Clark motioned to accept the appointment, seconded by Councilman Muffoletto. Roll-call vote was taken: Councilman Clark-aye, Councilman Muffoletto-aye, Councilwoman Marien-aye, Supervisor DeCarlo-aye. 4 ayes, 0 nays. MOTION CARRIED.

 

DOG KENNEL GRANT: A grant for about $50,000.00 is available. The Kennel will require a competitive bid. Possibly have it built by our people. The grant is due by October. Barb will continue to work on this Grant.

 

BUDGET PROCESS OUTLINE: By September 1st all the department heads will receive forms for requesting budget items they need. By September 20th all requests must be submitted to the Supervisor. No later than the 30th the tentative budget will be submitted to the Town Clerk. On or before October 5th, the Town Clerk submits the tentative budget to the Town Board. The Town Board will work up a preliminary budget. There will be a public hearing no later than November 15 and will be adopted by November 20th.

 

BRANT SUMMER FESTIVAL REPORT: The Supervisor reported that the Total Expense of the Summerfest was $13,000.00, Total revenue $15,413.50 which includes the check from money that was raised to be given to the Disabled Veterans in the sum of $3,792.57. The total cost after the revenue was calculated was $1,387.00.

 

TOWN BOARD REPORTS:

Councilman MuffolettoStill working on E-Waste.

Councilman Clark:  Highway completing brakes on one of the trucks.

Councilwoman Marien:  Thanked Lynda Ostrowski for a great job with the Concerts in the Park and asked her to comment on them. Lynda thanked the Town Board for the money and grant stating we had a fantastic 6 weeks of concerts.  Sixty –five to eighty -five people were in attendance every week except the last one, which had over 100 in attendance. The Farnham Explorers sold food, Stone Cold Creamery was there every week. The people are already looking forward to the groups coming back for next year.

Supervisor DeCarlo: Nothing to report.

 

RECOGNIZED PRIVILEGE OF THE FLOOR:

Scott Gangloff from Hardpan Road mentioned that there are many people speed down his road.  He asked to have the speed lowered to 45mph.

Mike Boismenu from Lotus Bay Estate Drive asked the board about the review of the rentals in the area and status update. The Supervisor stated that they are still working on it and have been talking in length to the Town Attorney and Code Enforcement Officer. Hopefully they will soon have a decision on what action, if any, will be taken. This group asked to be part of the discussion.

Patty Friend asked if there was a grant the town could get to have the missing letters replaced on the highway barn.
