MINUTES OF THE AUGUST 10, 2021 TOWN BOARD MTG


This Regular Meeting of the Brant Town Board was held on Tuesday, August 10, 2021 at the Brant Town Hall, located at 1272 Brant North Collins Rd, Brant, New York at 7:00 PM.

The meeting opened at 7:00 PM.

MINUTE APPROVAL JULY 13, 2021 TOWN BOARD MEETING: Councilwoman Ross moved to accept the minutes of the July 13, 2021 Town Board meeting. Councilwoman Giancarlo seconded the motion.  4 ayes, 0 nays.  MOTION CARRIED.

 

SUPERVISOR’S FINANCIAL REPORT: Councilman Muffoletto motioned to approve the Supervisor’s financial report.  Councilwoman Ross seconded the motion.  4 ayes, 0 nays.  MOTION CARRIED.

 

TOWN CLERK/TAX COLLECTOR’S JUNE 2021 FINANCIAL REPORT: Councilman Muffoletto motioned to accept the Town Clerk’s June 2021 Regular Financial Report, seconded by Councilwoman Giancarlo.  4 ayes, 0 nays.  MOTION CARRIED.

 

CODE ENFORCEMENT OFFICER’S JULY 2021 REPORT: Code Officer Gary Brecker presented his July report.  Councilwoman Ross asked about the blue house on the corner of Brant Road and Versailles Plank, and requested he do a wellness check.  Councilman Muffoletto asked about the large swimming pools being stored at the Lonkey location on Route 20 and asked the CEO to require they be looked into the reason they are there.  CEO Brecker advised that there will be no more flood maps, and that all maps will be online.  Supervisor DeCarlo read the June Code Enforcement Officer’s report.  Supervisor DeCarlo motioned to approve the reports as read, seconded by Councilwoman Ross.  4 ayes, 0 nays. MOTION CARRIED.

 

COURT CLERK’S JUNE 2021 FINANCIAL REPORTS FOR JUSTICES GIER AND KACZMAREK REGULAR AND BAIL ACCOUNTS: Councilman Muffoletto motioned to approve both Bail and Regular Financial accounts for Justice Gier and Justice Kaczmarek for June 2021, and was seconded by Councilwoman Ross.  4 ayes, 0 nays.  MOTION CARRIED.

 

 

DOG CONTROL OFFICER’S MAY 2021 REPORT: (TABLED JUNE & JULY):   The Dog Control officer presented her May report.  DCO noted two donations were received to assist in the expense of the kennel improvements.  Councilwoman Ross motioned to approve the report, seconded by Councilman Muffoletto.  4 ayes, 0 nays. MOTION CARRIED.

 

POLICE REPORT FOR JULY 2021: Chief Hepkins read the July 2021 Police Report. He advised the Town Board that a Versailles Plank resident requested “No Littering” signs be put up. Chief stated perhaps a sign at each entry road to Brant.  She asked for the Town to line Versailles Plank but it was noted that lining the roads is very expensive.   He also noted that the Police gasoline tank ran out and the Highway Dept loaned them gasoline.  He also stated that he contacted NOCO and changed delivery from every three weeks to every two weeks from now on.   Councilman Muffoletto asked what a Complaint card is.  Chief explained that they are used to document an action that an officer has done, such as when they log in and out of their shift.  Councilwoman Marien asked the chief to have Railroad Avenue patrolled more.  Councilwoman Ross stated that there were a few thefts on Railroad recently, also. Chief responded that they have stepped up patrol because of the use of golf carts.  Warnings have been given and now they will be issuing appearance tickets. Councilwoman Ross made a motion to approve the report as read, seconded by Councilwoman Giancarlo.  4 ayes, 0 nays. MOTION CARRIED.

 

HIGHWAY SUPERINTENDENT JULY 2021 REPORT: Daryl Novoa presented the July Highway report.  The department has been doing a lot of mowing and ditch cleaning.  He added they have been doing a lot of shared services with Eden, North Collins, Evans, and the Town’s Parks department, etc.  They just finished chipping the roads and sweeping intersections.  They are having problems with the new John Deere Tractor.  It has a lot of hydraulic leaks.  When it was first received, it was down 2-1/2 gallons of fluid.  They waited 4 to 6 weeks for the brush chopper.  When the mower is hooked to the tractor, the tractor is unable to lift it.   Councilman Muffoletto and Councilwoman Ross commended the great job being done by the Highway Department working together with the parks department.  Councilman Muffoletto motioned to approve the report, seconded by Councilwoman Ross.  4 ayes, 0 nays. MOTION CARRIED.

 

TOWN CLERK’S REPORT TO THE BOARD: The Town Clerk presented her July Activity report.  The topic of Notary services available in the Town Clerk’s office was discussed.  The Board requested that Amanda obtain her notary license.  Councilwoman Ross motioned to approve the Town Clerk’s report as read, and was seconded by Councilwoman Giancarlo.  4 ayes, 0 nays.  MOTION CARRIED.

 

PLANNING BOARD MINUTES: No meeting held.

 

ZONING BOARD OF APPEALS REPORT: No meeting was held.

 

RECREATION DIRECTOR’S REPORT: No report presented.

 

PARKS COMMISSIONERS’ REPORT: The parks commissioner’s report for July was not presented but will be available for review in the Town Clerk’s office.

 

TOWN HISTORIAN’S REPORT: No report presented

 

FIRE COMPANY REPORTS: No report given. 

 

BRANT/FARNHAM SENIORS REPORT:  The seniors held their annual picnic and therefor did not hold a meeting.

 

ACKNOWLEDGEMENT OF VISITORS AND PRESENTERS:  Catherine Eimers (NYS & Federally licensed wild life rehabilitator) addressed the Town Board about a kitten found by Matt Muffoletto during routine landscaping in the Brant Cemetery on July 28th.  Ms. Eimers explained that two kittens were found.  One was deceased, the other was close to death.  She presented the surviving kitten to the Town Board.  The purpose of her presentation is to ask the Town Board to consider putting cameras up in the Cemetery to catch any future dumped animals.  The Board took her suggestion into consideration.

NEW BUSINESS

 

APPROVAL & AUTHORIZE SUPERVISOR DeCARLO TO SIGN THE 2021 STOP DWI CONTRACT:    The Stop DWI contract allows the Town of Brant to receive funding through Erie County Stop DWI program.  The Contract is for the period of January 1st through December 31, 2021.  Councilwoman Giancarlo motioned to approve the authorization, seconded by Councilman Muffoletto.  4 ayes, 0 nay. MOTION CARRIED.

 

COMMITTEE REPORTS

 

Councilwoman Muffoletto:   Nothing to report


Councilwoman Ross:  Window treatments are installed at the Community Bldg.  Also, sound

absorption panels have been ordered to help with the noise level in the

building.  They will be installed on the ceiling.

 

Councilwoman Marien: Ewaste is going good.

 

 Councilwoman Giancarlo: Questioned of the water in the Community Building has been fixed.

 She stated the water wasn’t draining in the kitchen. Allen Nolan

  responded that it has been fixed.

SALES TAX REPORT:

The second July sales tax remittance is in.  The current transfer is 46.81% greater than the corresponding 2020 amount.  Year to date transfers are running 29.53% above last year at this time.

Councilman Muffoletto motioned to approve Abstract 8 of 2021, seconded by Councilwoman Ross. A roll-call vote was taken: Councilman Muffoletto-aye, Councilwoman Ross-aye, Councilwoman Giancarlo -aye, Councilwoman Marien-aye.  4 ayes, 0 nays.  MOTION CARRIED.

 

The next Board meeting will be Tuesday, September 14, 2021 at 7:00 PM.  .
