2/9/06 WORK SHOP MINUTES


 Record of the workshop held on Thursday February 9, 2006 of the Brant Town Board at 7:30 PM, at the Brant Town Hall, at 1294 Brant-North Collins Rd, Brant, New York. 

There were present:

The notice for this meeting which was announced at the regular meeting of the Brant Town Board on January 10, 2006, and was posted with the list of meetings and workshop agenda for the year in the legal paper and posted in the Brant Town Hall.  
		
At 7:30 PM a pledge to the flag was led by Supervisor Pero, and the workshop called to order.

Supervisor Pero introduce Steve C. Waldvogel from CRA Infrastructure & Engineers Inc. Steve began by giving a brief history of the consortium and the plans to include Collins Correctional facility. The Board members reviewed maps, literature, cost sharing, and the Intermunicipal agreement. There was a grant application submitted to cover the costs of the next steps in the project.  There was discussion about the formation of a Water District and the procedures the Board would follow. New formulas will need to be reviewed by each participant later as the plans progress. 

Glen Cooley of E& M Engineers spoke with the Board members about extending the main line on Surfside Road and the sewer., estimated cost sheets were distributed and the cost could be anywhere form 24,000 to 58,000 depending on whether the just the water and if the property owners have to contribute to the cost. 

The Board also discussed the Memorial Park CDBG grant and the possibility of the Town doing some of the labor items and changing the plans concerning the fence, sidewalk, clock and light fixtures. The final plans, and changes will depend on the Erie County Planning approves an extension.   

The Board members discussed the Telecommunications tower on Brant Angola, and the request for removal of the light on top of the tower.  Gary Brecker will research with the Town Clerk and see if it was required by the Town when the permit was issued.
In further matters the Board discussed the possibility to host a traffic school at the Town Hall, insurance will be looked into and a custodian to be present etc.
 
The Board discussed the need for a procurement policy and Attorney Trask will update the Board members as he gathers information and examples of some other Towns? policies. 

The Board received packets which included a list of items of mention from the last meetings, and any department reports which were completed from the Town Clerk, and vouchers. The Town Clerk inquired as to if the Board members wanted reports by the workshop when possible and to have the vouchers audited before the abstract was drawn up and the Board members acknowledged that yes that is the intent at the workshop.  

On a motion from Councilman Gier, seconded by Councilman Arrigo, the following motion was

On a motion from Councilman Gier, seconded by Councilman Arrigo, the following motion was

ADOPTED: EXECUTIVE SESSION	CLOSED 

On a motion from Supervisor Pero, seconded by Councilman Gier, the following motion was
