Minutes of the Special Town Board mtg 6/22/12


This Special Meeting of the Brant Town Board was held on Friday, June 22, 2012 at the Brant Town Hall, located at 1272 Brant North Collins Rd, Brant, New York at 6:30 PM. PRESENT WERE: Leonard K. Pero Supervisor Jeffrey Gier Councilman Donald Clark Councilman Chad Kaczmarek Councilman Clark Borngraber Councilman William J Trask, Sr. Town Attorney Barbara J Daniel Town Clerk, Recording Secretary ALSO PRESENT AND SIGNED IN WERE: Joseph Ostrowski Planning Board Chairman Lynda Ostrowski Secretary to the Boards Charles Arrigo Highway Laborer Michelle Kujawinski Resident Daniel Kujawinski Resident Bob Catalano Resident John Arrigo Property Owner The meeting opened at 6:30 PM with a pledge to the Flag. This special Meeting was called by Supervisor Pero to discuss authorizing certain procurements for Town Departments. Items include emergency repair of the Pool ladder prior to the beginning of Recreation and pool season. Fire alarms to be installed at the Senior Community Bldg. The appointment of a substitute bus driver for recreation, and the approval of an RFP for the possible purchase of an ATV Utility Vehicle. ITEM ONE EMERGENCY REPAIR TO BRANT POOL: Supervisor Pero spoke of a need to repair or replace one of the pool ladders before the beginning of the 2012 pool season. The problem presents a hazard and needs to be addressed. Councilman Gier stated that the ladder is obsolete so may need to be fabricated. Attorney Trask advised the Board that if the ladder presents a danger, the Board may facilitate emergency repairs not to exceed an established amount. Councilman Gier moved to approve the emergency ladder repair for an amount not to exceed one thousand dollars. ($1,000.) He was seconded by Supervisor Pero. A roll call vote was taken: Councilman Gier-aye, Supervisor Pero-aye, Councilman Kaczmarek-aye, Councilman Clark-aye, Councilman Borngraber-aye. 5 ayes, 0 nays. MOTION CARRIED. ITEM TWO SMOKE ALARMS TO BE INSTALLED AT SENIOR COMMUNTIY BLDG: Supervisor Pero mentioned that he spoke with electrician Tim Clark. Clark is going to hardwire smoke alarms in the Senior Community Bldg. ITEM THREE APPROVAL OF THE APPOINTMENT OF A SUBSTITUTE BUS DRIVER: Supervisor Pero mentioned that a substitute Bus driver would be needed to cover the shift of Doreen Chaney for July 5th and 6th. At the recommendation of both current bus drivers, Donna Spratz should be appointed. Supervisor Pero moved to approve the appointment of Donna Spratz as substitute Bus Driver for Doreen Chaney. Councilman Borngraber seconded the motion. A roll call vote was taken: Supervisor Pero-aye, Councilman Borngraber-aye, Councilman Kaczmarek-aye, Councilman Clark-aye, Councilman Gier-aye. 5 ayes, 0 nays. MOTION CARRIED. ITEM FOUR APPROVAL OF R.F.P. FOR THE POSSIBLE PURCHASE OF ATV UTILITY VEHICLE: Supervisor Pero explained that Gugino Lawn Equipment allowed him to borrow an ATV Utility vehicle during the recent Brant Fest. He explained that while using the vehicle he found a need for the unit. He explained it would help with the transport of Chlorine for the pool, millings to repair the walking path; it would serve as an aid in search and rescue, garbage pickup and general park use. Councilman Gier stated he looked into other options but found them unsuitable. Councilman Clark was against the purchase of the vehicle this year, and felt it should be budgeted for purchase in 2013. Councilman Borngraber stated he was in favor of the purchase this year. Supervisor Pero noted that this was simply an authorization to send out the RFP for quotes, not an approval for the actual purchase. Councilman Gier added that the use of the vehicle will require training and adherence to strictly enforced rules. Councilman Borngraber moved to approve the RFP, and was seconded by Councilman Gier. A roll call vote was taken: Councilman Borngraber-aye, Councilman Gier-aye, Councilman Kaczmarek-aye, Councilman Clark-nay, Supervisor Pero-aye. 4 ayes, 1 nay. MOTION CARRIED. Attorney Trask instructed the Clerk to obtain at least three (3) written proposals by sending them out to vendors, documenting who received the RFP?s and advertising the RFP in the legal paper. The sealed proposals must be received by fax, mail or hand delivered to the Town Clerk?s Office no later than 12:00 pm on Friday July 6th and will be opened in the Town Clerk?s Office at 1:00 pm.
