Minutes of Special Mtg held 10/27/10


Minutes: Town Board Meeting Tuesday October 27, 2010 at 7:00 PM, Brant Town Hall	

Present: Supervisor Leonard Pero, Councilman Daniel Kujawinski, Councilman Vincent Fullone, Councilman Clark Borngraber, Attorney William J. Trask Sr., Town Clerk Thea Ells

The meeting was called to order by Supervisor Pero at 7:00 PM with a Pledge to the flag.
Business 
Supervisor Pero reported to the board members that the 2008 police car has been repaired from the deer accident with a $500.00 deductible with a new paint job. Pero went on to inform members of an opportunity to purchase a used police car from the City of Buffalo. This vehicle is a 2004 Crown Vic with 88,000. miles and has some damage to a door and includes lights, cage, gun rack, radio mounts etc. 

Supervisor Pero moved for adoption of the following motion #294, motion seconded by Councilman Fullone. Roll Call Vote: Pero- aye, Fullone ? aye, Borngraber ? aye Kujawinski- aye 4 Ayes, 0 Nays, 0 Abstains  
#294 RESOLVED: to approve immediate expenditure of $600.00 for the purchase of a used 2004 police car from the City of Buffalo

Councilman Fullone moved for adoption of the following motion #295, motion seconded by Councilman Borngraber. Roll Call Vote: Fullone ? aye, Borngraber ? aye, Kujawinski- aye Pero- aye, 4 Ayes, 0 Nays, 0 Abstains  
#295 RESOLVED: Approved SUV /approved for expenditure if needed for striping up to $1,500.00, with labor and painting done at no charge at ECC  


Board members were notified that they should be setting a public hearing for the new dog law at the next meeting, Pero reported attending a meeting with other Supervisors and the intent is to have one dog law for all towns. Pero will have more information and a sample at the next meeting.

Pero reported that STEC is moving forward on the mapping and trail for Ag tourism. 
Board members discussed the roof of the garage at the town hall; it will be on the agenda for the November meeting. 

Pero informed the board that he would be presenting a plan in case of EMP disaster that the Town could be the first in the county to prepare with a purchase of enough meals for every resident in the Town to have one meal a day for one year. 

New Town Hall Committee:
Attorney Trask asked for a executive session to discuss contract issues for the signing.  Peter Gugino reported that the grant to cover costs in the court room was filed by the Judges. 
John Schenne of Schenne and Associates was present and discussed with the board some of his observations and recommendations for the building. Discussion included: heat and air systems, boiler, water, windows, and clean air regulations. John Schenne had an estimate for about $25.00 a square ft. for the renovations from information he has received. Pero presented a proposal from Killian Builders for the renovations with out plumbing or electric. 
Board members discussed cost of engineering services. All members have received an estimate from Nussbaumer and Schenne and Associates will be sending a proposal. 

Supervisor Pero reported that his office received a check for FEMA in the amount of $60,553.85 and according to his figures all of the expenses have been reimbursed.

#296 RESOLVED: TO retire to an executive session to discuss contract negotiations @ 8:25 pm.

Councilman Fullone moved for adoption of the following motion #297, motion seconded by Councilman Borngraber. 4 ayes:  Fullone Borngraber Kujawinski Pero 0 Nays, 0 Abstains  
#297 RESOLVED: To close the executive session

Supervisor Pero moved for adoption of the following #298, seconded by Councilman Kujawinski. 4 ayes:  Fullone Borngraber Kujawinski Pero 0 Nays, 0 Abstains  
#296 RESOLVED: TO ADJOURN THE October 27, 2010 MEETING OF THE BRANT TOWN BOARD
