TOWN BOARD WORKSHOP 3/6/08


Report of the Workshop of the Brant Town Board held on Thursday March 6, 2008 at 7:30 PM, 1294 Brant NC Rd, Brant, New York at the Brant Town Hall.

ATTENDANCE: 
Councilman Jeffrey Gier, Councilman Daniel Kujawinski, Councilman Vincent Fullone
Thea A. Ells, Town Clerk, John Grennell, Town Attorney, Absent: Councilwoman Roseann Turner, Supervisor Leonard K. Pero
Attendance: G. Cordia, D. Gierlinger, C. Gierlinger, Marty Rosiek  
Clerk verified that this workshop was posted at the Town Hall, Town Crier 
Board members received the financial reconciliation reports from the Town Clerk and Justice?s, Town Clerk?s report to Board members, Police monthly report, and a corrected budget mod., other reports will be given as received.

 Councilman Kujawinski moved for the adoption of resolution 080306-99, seconded by Councilman Fullone 3 ayes: Gier, Fullone, Kujawinski 0 nays
080306-99: ADOPTED: Councilman Gier to lead meeting.
 
Councilman Jeffrey Gier reviewed the following items with the board members for the Tuesday meeting: 
Code Issues: would like update from Brecker on the following items: commercial trucks in unpermitted areas of town, update of property cleanups, assistance for code officer, liaison Fullone to confer with Brecker
Dog Control: reviewed concerns with availability ? liaison Kujawinski confer with Marien 
Cold War Exemption: will have to be tabled till State legislation
Acknowledgement of Visitors: Kujawinski ? need to amend ? Fullone new procedure hasn?t been tried yet, discussion that resolution is flawed and procedure is not clear, who decides what issues will be acknowledged and when ? need changes - agenda availability for public comment.
Pool: Beauty pool has completed work on filter 
Surfside: Grennell is conferring with assessors who are working with mapping department and doing research
Health Insurance benefits: Gier and Kujawinski researched and reported that according to the employees handbook no family coverage and increases are to be covered by employee yet town is covering all ? need for capping what town is paying now ? and for new full time (40 hours) to be capped ? need to do more research and look at figures
Wind energy: Planning Board is meeting March 25, with Bob Knorr for final draft of windmill law
Court Clerks: Civil Service is to set a public hearing for consideration of title and hour  change for clerks?
Building rentals: Gier and Ells have been researching options for renter access, rental agreement form, and pre and post rental building check

Councilman Kujawinski moved for the adoption of resolution 080306-100, seconded by Councilman Fullone 3 ayes: Gier, Fullone, Kujawinski 0 nays
080306-100: ADOPTED: to go to executive session for discussion of Police Department Personnel @ 9:00 PM

Councilman Kujawinski moved for the adoption of resolution 080306-101, seconded by Councilman Fullone 3 ayes: Gier, Fullone, Kujawinski 0 nays
080306-101: ADOPTED: To Close the Executive meeting @ 9:45 PM.

Councilman Fullone moved for the adoption of resolution 080306-102, seconded by Councilman Kujawinski 3 ayes: Gier, Fullone, Kujawinski 0 nays
080306-102: ADOPTED: Adjourn the March 6 Town Board Workshop @ 9:46
